No child ever says 'This book is to-o-o easy," all on his own. If spoken at all, it is from a child of pushy parents, a child who has heard remarks about him reading baby books. This is not a natural reaction to books. We adults don't pick up a "Reader's Digest" and say, "This is to-o-o easy." The fact is, we probably pick it up at the end of a busy day because we want some easy, relaxing reading. Let Johnny have that same privilege of reading for enjoyment. In this fluency step of reading, you want him to read lots of easy books.
